Florida flood insurance claims by city
An original analysis of all 448,618 Florida records in FEMA's National Flood Insurance Program claims data, for 66 cities.
Published November 6, 2026. Data downloaded from FEMA OpenFEMA on 6 November 2026.

Key findings
- $19.32 billion has been paid on 448,618 National Flood Insurance Program claims in Florida since 1978[1].
- 69.9% of all those dollars went to losses in just three years, 2022 through 2024[1]. Losses since 2015 account for 80.1% of dollars paid and 44.9% of claims.
- Hurricane Helene is the costliest flood event in Florida's NFIP history by this measure: 54,676 claims and $6.48 billion paid, ahead of Hurricane Ian (47,556 claims, $4.86 billion)[1].
- The busiest years for claims were 2024 (80,446), 2022 (50,324), 2004 (34,726)[1].
- Statewide, 12.1% of claims with a recorded flood zone came from outside FEMA high-risk areas, but in some cities it is the large majority: Palm Beach Gardens 94.1%; Wellington 92.2%; Port St. Lucie 82.6%; Pembroke Pines 76.4%; Lakeland 75.9%[1].
Flood insurance claims by Florida city
Sorted by total paid. City figures use FEMA's flood insurance community for incorporated cities; for unincorporated areas (Brandon, Lake Worth, Merritt Island, Palm Harbor, Port Charlotte) they use ZIP codes with that mailing address.

Methodology
- Source: FEMA OpenFEMA "FIMA NFIP Redacted Claims" dataset, all 448,618 Florida records, downloaded 6 November 2026[1]. County flood-zone and insurance figures come from FEMA's NFIP Residential Penetration Rates[2]; disaster counts come from FEMA Disaster Declarations Summaries[3].
- Total paid = building plus contents payments, in nominal dollars (not adjusted for inflation). Average paid claim counts only claims with a payment above zero and is shown only where there are at least 25 paid claims.
- Outside high-risk zone = share of claims whose current FEMA flood zone does not start with A or V, among claims with a recorded zone. Shown only where at least 30 claims have a recorded zone.
- Events use FEMA's own event labels, so a few older storms appear under FEMA names (for example "Blizzard of 1993" is the March 1993 "Storm of the Century").
- NFIP claims only cover insured flood losses. Uninsured flood damage and damage from leaks, pipes and appliances (covered, if at all, by homeowners insurance) are not included, so real water damage is higher than these figures.
- Counties with inconsistent flood-zone counts in FEMA's penetration data (Collier, Flagler, Pinellas, St. Johns) are shown without the high-risk zone share.
